(From the Charter of the АRMC - National Personnel Managers Union)


The goals of the Partnership:
  • Consolidation of specialists in the field of personnel management, as well as legal bodies specializing in distribution of information and provision of services in the field of human resource management and improvement of qualification of HR specialists, into a united professional organization;
  • Deployment within the Russian Federation of an organized, communicational and informational infrastructure for the formation of the community of professionals working in the field of labour relations and personnel management;
  • Representation of Russian HR community on the international scene, organization of effective cjjperation with international HR community;
  • Creation of complex feedforward and feedback mechanisms, acting on the permanent basis, consolidating the lawmakers in the field of labour relations; specialists in the field of labour law -- theorists and practitioners; heads of enterprises of all forms of property; personnel and HR managers; all agents on the HR market;
  • Provision of organizational, methodological, methodic, educational, informational and other kinds of prerequisites and conditions for ongoing and open professional dialog between the members of the Partnership, from one side, and federal and regional authorities of Russian Federation, local authorities, commercial organizations, non-profit organizations (including trade unions), from the other side, in order to assist with establishment of favorable economical climate in Russian Federation, formation of highly developed law culture, coordination of public interests, interests of business, and labour;
  • Assistance in formation of civilized and effectively working labour market in the Russian Federation;
  • Assistance in creation of integrated, stable and non-controversial system of legal and legislative regulation of activities in the field of labour relations, registration and management of personnel aiming at effective development of market environment for business in Russian Federation and taking into account the interests of the state;
  • Assistance to the members of the Partnership in advocacy, in accordance with the law, of their professional interests on federal, regional, and local levels, in executive and court power of Russian Federation;
  • Assistance in development and bringing into life unified and corresponding to international requirements system of professional standards of work for the HR professionals, HR management departments, specialists in the field of employment consulting;
  • Improvement of professional level of specialist of HR and personnel management departments, specialists in the field of employment consulting and creation of professional certification in accordance with established standards;
  • Assistance in creation of effective all-Russia informational and educational system in the field of labour relations, personnel politics, personnel registration, management of personnel with the use of up-to-date telecommunication technologies.

Complementary goals of the Partnership:
  • Assistance in creation of infrastructure of the market of HR services in Russian Federation;
  • Coordination of interaction among professional agents on the labour market;
  • Assistance in formation of effective systems of personnel management and HR control, distribution of advanced HR technologies in Russian companies;
  • Creation of national informational environment, serving the interests of the agents on the labour market in Russian Federation;
  • Attracting public attention to the problems of formation and development of professional HR community in the Russian Federation;
  • Contribution to career and professional growth of individual members of the Partnership;
  • Coordination of informational, organizational, analytical activity serving the interests of the Partnership;
  • Assistance in development of regional network infrastructure of HR community;
  • Assistance to the members of the Partnership in their professional activities, improvement of qualification, protection of rights and professional interests;

The Partnership exercises its activity in the following directions:
  • Organizing and performing research, compilation and sharing of advanced national and foreign experience in the field of HR;
  • Contributing to public discussion of changes in the labour legislation of the Russian Federation, personnel registration, personnel management, assisting with its development and optimization;
  • Carrying out research in the field of personnel management;
  • Organizing congresses, meetings, international, all-Russia and regional conferences, round table discussions and scientific and practical seminars devoted to the problems of the interests of the Partnership;
  • Participating in development of educational programs for training and improvement of qualification of HR specialists and personnel managers, organizing their training, re-training and creating the conditions for permanent improvement of their skills;
  • Distributing information, providing comments to legal documents in the field of labour law;
  • Providing expert, informational and consulting services to physical and legal persons on certain HR-related problems;
  • Contacting international and national organizations in the field of HR management, representing the interests of Russian HR professionals in indicated organizations;
  • Organizing conduction of didactic research, its experimental testing and putting into the educational system according to established regulations in the form of methodic materials, software and hardware, visual aids and other products, necessary for development, formation and maturing of the profession;
  • Participating in development and putting into operation of automated data banks and modern computer technologies in the field of HR management in Russia;
  • Organizing independent public, scientific and technical expertise and evaluation of the quality of services, provided by participants of HR management market;
  • Carrying out activities aimed at increase of prestige and adoption of standards and ethical code of HR professionals;
  • Participating, in accordance with the current legislation, in financing of regional and international projects and programs in line with the Charter aims and above mentioned tasks;
  • Carrying out informational, publishing, printing, advertising activities in accordance with the current legislation;
  • Organizing training for the members of the Partnership aimed at their professional development;
  • May carry out other kinds of activity not forbidden by the current legislation of the Russian Federation and corresponding to the aims of its activity, stipulated by the Charter.
